The strategy of assuring delivery quality doesn't require complicated controls and endless documentation. Since Y2K, some governance models have grown so vast in scope and dense in documentation to a point that can slow the pace and progress of a program to the point where the time to value erodes and the investment is compromised.

We keep it simple, focusing controls on risk adverse decision-making at critical transition points of the development lifecycle.
